Практически всегда называется. В отличие от Колумбийского университета, университеты в Колумбии называются "колумбийскими университетами", без капитализации.
Смешно, потому что неправильно. Допустим, в Торонто есть ресторан "Париж". Никто же не будет называть его "Парижский ресторан". А ведь "Колумбия" - это тоже название университета, а никак не указание на его географическую принадлежность.
Кстати, в том же документе мэр города Лондона (the City of London, стало быть) обозван мэром Лондонского Сити. И ведь это опять же ни фига не перевод. (Я, наоборот, переводила с русского на английский, попутно в меру своих сил выправляя эту чудовищную кашу.) Просто эти люди, видимо, так мыслят.
